Job Description

In coordination with Project Manager and Asst. Project Manager the incumbent will be responsible for providing the day to day oversight of department staff, shift operations, repairs and maintenance, as well as providing operational, commercial and personnel leadership to the plant shift operating teams to maintain efficient and cost effective facility operations while maintaining compliance with all Corporate and Regulatory environmental, health and safety rules and requirements.

 

Responsibilities will include the following:

 

  • Decision-making responsibility for O&M related to the Treatment Plant, equipment, processes and systems
  • Provide oversight of Industrial Pretreatment Program (IPP) and IPP staff
    • Independently evaluates and/or supervises the evaluation of the operation, maintenance and performance of wastewater treatment facilities, processes, systems and equipment
    • Oversees construction management personnel in implementing changes required during facilities upgrades and startup, supervises the work of operational services, treatment plant construction personnel in startup and initial operation of new or upgraded wastewater treatment facilities, processes, systems and equipment
  • Supervise/delegate/oversee plant shift O&M teams and direct reports
    • Manage, evaluate and develop the O&M staff
    • Manage scheduling and ensure adequate staffing at all times
    • Provide guidance to shift crews to monitor all facets of plant operations and incoming data
    • Provide leadership and delegate emergency response actions in response to alarms and abnormal conditions if/when necessary
  • Technical O&M related to the Treatment Plant, equipment, processes and systems
    • Ensure all equipment and processes are well maintained and functioning properly
    • Review, approve and supervise implementation of recommended improvements including analyzing and optimizing existing system designs and operating parameters, supervising performance testing and troubleshooting and resolving complex operational, equipment and instrumentation problems.
    • Participate in the development and compliance of operating policies ensuring compliance to all environmental and safety rules
    • Complete reports which document plant status, equipment, operating data and operational events
    • Collect data on unplanned outages and make recommendations to minimize the probability of similar events
    • Perform Issuer and Verifier functions utilizing the approved Lock Out/Tag Out systems to help ensure that safe systems  are in place at all times
    • Oversee/Perform cleanup and housekeeping tasks for work area, tools, equipment, facilities, and grounds.
    • Maintain proper operational and maintenance documents and records
  • Manage contract deliverables, budget, inventory control and purchasing

 

  • Assists Project Management with
    • Preparation of regulatory, client/contract and corporate reporting requirements.
    • Inventory/cost controls, SUEZ financial and budgeting requirements
    • Setup and maintenance of operations, maintenance, and safety programs
    • Contract compliance and compliance with SUEZ Business Systems policies and procedures
    • Developing a culture of focus and engagement at the project to achieve EH&S excellence
    • All efforts related to project/corporate and regulatory environmental, health and safety policies and procedures
  • Work closely with client/customer, vendors and contractors ensuring professional, courteous, prompt service and satisfaction
  • Work with other plant departments, Engineering, and contractors to coordinate projects
  • Responsible for Department’s Corporate and Regulatory EH&S compliance and ensure that work is performed in a safe and professional manner by following all corporate and regulatory policies, procedures, and emergency response procedures.
  • Incumbent will be expected to work weekends, holidays, and be on-call on a rotating basis/schedule as needed. Incumbent will also be expected to respond to emergencies, work additional hours to complete required tasks as/and when needed, and carry out other duties as assigned

 

 

Requirements

 

Education/Equivalent:

  • High School diploma or equivalent required
  • Bachelor’s Degree (or equivalent experience) in Environmental Science, Engineering, Biology/Laboratory or related fields preferred
  • Can be substituted for Trade School/Military Service or Technical School
  • Valid CT Driver’s license and the ability to meet risk management guidelines
  • Possess a valid CT State Grade 4 Wastewater Treatment License or ability to obtain within 1 year

 

Work Experience Needed:

  • Advanced/Upper Level 10+ years’ experience in Wastewater Treatment plant O&M holding mid-level certification  
  • 5+ years of experience working in a position of Secondary Lead/Chief Operator holding upper-level certification
  • 10+ years of experience required working in the Wastewater Treatment or related field
  • Experience with automated purchasing, maintenance systems, project contract administration in the water/wastewater utilities industry is preferred.
  • Ability to interpret service manuals and drawings and write SOPs
  • Ability to read and interpret data from:
    • maps, engineering drawings, blueprints, gauges and graphs
    • meters, gauges, scales, panels, and computer consoles
  • In-depth knowledge of:
    • computerized PLC/SCADA systems, DCS control systems, computerized operating data acquisition and historical trending systems
  • Must have working knowledge and skills to:
    • operate specialty tools and equipment specific to departmental needs and requirements
    • perform standard laboratory sampling, testing and documenting and maintaining all related records and reports
  • Must have knowledge of:
    • wastewater treatment plant equipment and processes
    • wastewater treatment plant regulations, requirements & reporting
    • Environmental, Health and Safety policies, procedures and requirements
    • normal and abnormal process and equipment conditions and capable of taking appropriate, safe actions
  • Must be able to:
    • make decisions with no supervision and react to responsibility to unplanned events
    • lead by example, lead, train and mentor all staff and team support personnel
    • maintain and repair equipment, have an excellent mechanical aptitude
    • operate complex controls, processes, and equipment
    • maintain effective working relations w/management, supervisors and staff

  • Excellent troubleshooting/problem solving skills, provides input for corrective actions and implements corrective actions as needed
  • Excellent communication, organizational, scheduling, and prioritizing skills
  • Proven ability to successfully manage time and prioritize work
  • Proficient in Windows, MS Office Suite, OPS, EAM & CMMS, and other computer based systems
  • Must be safety conscious and able to work independently with no supervision.
