TERMINAL REGULATORY & STANDARDS MANAGER

The Opportunity

We are seeking a talented Terminal Regulatory & Standards Manager who will be a key member of the Engineering Standards & Asset Services team managing regulatory frameworks and standards for Terminal Engineering, Terminal Maintenance and Terminal Operations. You provide a liaison function between multiple Engineering and Operations departments.

You will provide guidance and expertise in regulatory compliance, design standards, design guidance, and technical expertise for land-based terminal operations, and will facilitate a consistent methodology for standardization and best practices. You will also provide leadership, management and training to employees as required and will oversee work, technical knowledge, and task development consistent with the role.

 

The Role

Reporting to the Director, Engineering Standards & Asset Services, your key areas of responsibility are: 

  • Leading the development and maintenance of Terminal Engineering standards, including maintenance regimes and regulatory (code) compliance requirements;
  • Concisely and effectively communicating policy and regulatory requirements;
  • Developing effective internal and external relationships to manage statutory/code requirements critical to terminal operations;
  • Informing Terminal Directors, Maintenance Managers, Project Managers and other senior managers on decisions and necessary actions to satisfy regulatory and policy requirements;
  • Managing the terminal registry of standards, statutory and codes; capturing code variances, and seeking to mitigate code variances;
  • Acting as the Subject Matter Expert on current and future regulatory requirements, internal policies and procedures. Preparing corporate positions and guidance for technical and operational managers;
  • Managing Terminal technical regulatory compliance procedures audits and technical business procedures;
  • Managing smaller scale, multi-terminal projects, supporting the Project Sponsor, Owner and the stakeholders;
  • Providing technical support for analysis, auditing, and reporting of Terminal performance data, including performance and historical data trending;
  • Guiding, implementing and auditing design/drafting standards (master drawings standards / asset tagging / other meta data);
  • Supporting the Organization’s Asset Management initiatives and the inclusion of Asset Management into Terminal projects.

 

What you bring to the team

  • Post-secondary degree or diploma in Marine Structure, Civil, Structural Engineering, or an Engineering related discipline with experience writing technical standards.
  • Professional Engineer license in BC or eligibility for registration.
  • A minimum of 3 years’ experience writing engineering standards, policies and guides.
  • A minimum of 5 years' experience working on a variety of assignments in a technical/analytical role including not less than 3 years providing end user support problem solving in an engineering/technical organization.
  • Knowledge of the relevant codes and regulatory frameworks applicable to land-based facilities and the vessel-terminal interface.
  • Additional training or certification in a business or management related discipline and/or policy writing would be an asset.
  • Strong team orientation and the ability to establish and maintain cooperative working relationships;
  • High level of self-motivation and initiative;
  • Able to set short-term operational goals and directly support departmental objectives.
  • Able to address undefined, complex issues that impact multiple teams or divisions.
  • Ability to work well under pressure with minimal supervision;
  • Strong verbal and written communication skills;
  • Comprehensive knowledge of MS Office applications, advanced Excel and Word;
  • PMI membership or enrolment in a Project Management certification program would be an asset.
  • Asset Management Professional certification would be an asset.
  • Auditor certificate would be an asset.

Additional information

The target salary range: $95,600 - $119,500 per annum.  The starting salary is determined based on the successful candidate’s knowledge, experience and internal equity. Starting salary may exceed the target range on exceptional basis.
